STANDARD OPERATING PROCEDURE FOR ANTI-RAGGING
INTRODUCTION
Ragging is a concerning reality in our country’s higher education system. Despite the knowledge that ragging has cost hundreds of innocent lives and destroyed the careers of thousands of intelligent students over the years, the practice persists. Many people believe that it serves as a means of “familiarisation” and a “initiation into the real world” for young college students.
Ragging is described as any disorderly behavior, whether by words spoken or written, or through an act, that has the impact of taunting, insulting, or treating a freshman or junior student rudely engaging in a disorderly or unruly behaviour that is likely to disturb, inconvenience, or psychologically hurt a first-year or junior student or to inspire fear or apprehension about it. A undergraduates or junior student’s physical or mental health will suffer if they are asked to perform any act or participate in any performance that they would not normally do and that will make them feel ashamed or embarrassed. Negative consequences including depression, anxiety, and occasionally even suicide may result from this.
UGC REGULATIONS ON CURBING THE MENACE OF RAGGING IN HIGHER EDUCATIONAL INSTITUTIONS, 2009
Ragging is a criminal offense and UGC has framed regulations on curbing the menace of ragging in higher educational institutions in order to prohibit, prevent and eliminate the scourge of ragging.
In pursuance to the Judgment of the Hon’ble Supreme Court of India dated 08.05.2009 in Civil Appeal No. 887/2009, in exercise of the powers conferred by clause (g) of sub-section (1) of section 26 of the University Grants Commission Act, 1956, the UGC notified “Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009”. These regulations are mandatory for all universities/ institutions.
ANTI-RAGGING COMMITTEE
ZERO TOLERANCE POLICY
PES’S Modern law College, Pune follows the zero tolerance policy in regard to the Anti-Ragging. Ragging of any kind, no matter how slight, will not be tolerated. Any ragger, whether a male or a female, a student or non- student, will be dealt with harshly.
The Modern Law college has constituted an Anti Ragging Committee to curb the menace of ragging.
- The name, designation and contact details of the members of the Committee is displayed at prominent locations.
- College should clearly mention that ragging is prohibited and anyone found guilty shall be punished according to the prescribed punishments in UGC Regulations for Anti ragging.
- Anti Ragging undertaking has to be signed by the students and their parents along with the admission form
